The Office of the Attorney General (PGR) is the top entity of the Public Prosecutor’s Office (MP) and includes the Attorney General, the Superior Council of the Public Prosecutor’s Office, the Advisory Council, legal auditors, and the technical and administrative support services.

Aiming to improve communication with citizens and increase transparency, the PGR entrusted JAVALI with developing the new institutional portal of the Public Prosecutor’s Office.

The project created a modern, functional, and accessible digital space, consolidating all information previously scattered across several websites of the District Prosecutor’s Offices and the Criminal Investigation and Prosecution Departments (DIAP).

The Public Prosecutor’s Office did not have a dedicated website to communicate directly with citizens, relying instead on the old PGR website.
The previous version presented limitations regarding content management, information structure, and user segmentation, making it difficult to access relevant content efficiently.

The PGR challenged JAVALI to develop a unified and accessible platform that would:

  • Consolidate all institutional information in one centralized space;
  • Improve usability and accessibility, in compliance with WCAG (Web Content Accessibility Guidelines);
  • Modernize the image and communication of the Public Prosecutor’s Office;
  • Create an internal platform for secure information sharing between departments.

The new Public Prosecutor’s Office portal was developed in Drupal 7, applying best practices in usability, security, and editorial management.

Key elements of the solution included:

  • A modern, functional, and responsive design, adaptable to desktop, tablet, and smartphone;
  • Centralized content management, granting the internal communication team full autonomy;
  • Consolidation of the PGR website, the District Prosecutor’s Offices of Coimbra and Évora, the DIAP units, and the offices attached to the Supreme Courts;
  • Migration of all existing content and archives from the previous portal.

The new Public Prosecutor’s Office portal was officially launched on April 8, 2015, by the Attorney General, Joana Marques Vidal.

With a modern and functional design, the new website now brings together content from the PGR, the District Prosecutor’s Offices of Coimbra and Évora, and the 23 District Prosecutor’s Offices across Portugal, as well as news, updates, and information from the DIAP units and the Public Prosecutor’s Office at the Supreme Courts.
All information previously dispersed across multiple websites is now centralized in a single, accessible digital platform.

With the Drupal content manager, the PGR’s internal team gained full autonomy to create, manage, and update all content and microsites.
Beyond this portal, JAVALI continues to provide software development, maintenance, and consulting services for various Drupal and PHP-based systems.

Among these is SIMP (Public Prosecutor’s Information System), developed natively in PHP, and the Electronic Counter, which provides secure document consultation powered by ElasticSearch.

Contribution to the Drupal community

This project showcased Drupal’s robustness and scalability in institutional and governmental contexts, serving as a benchmark for future digital transformation initiatives.
Through this project, JAVALI consolidated reusable methodologies for accessibility, data migration, and editorial workflows applicable to other public-sector entities.
