The Directorate-General for Higher Education (DGES) is a central service of the Ministry of Science, Technology and Higher Education, which has the task of ensuring the design, implementation and coordination of public policies in the field of higher education.

With a comprehensive community that includes institutions, students, candidates and teachers, DGES identified the need to renew its digital portal to better reflect innovation, accessibility and dynamism, ensuring clear and effective communication with all citizens.

The Directorate-General for Higher Education identified the need to create a new institutional website that reflected the innovation, dynamism and technological modernization of the institution.

With the increasing digitization of its services, DGES sought a solution capable of facilitating contact with citizens and simplifying administrative procedures through electronic means.

Among the main challenges identified were:

  • strengthening the digital identity of DGES, reflecting its central role in the coordination and management of higher education;
  • provide online services efficiently, securely and affordable;
  • Integrate multiple functional areas, ensuring consistency between information, services and public;
  • support different user profiles, including educational institutions, students, teachers and candidates, national and foreign;
  • Ensure a technologically evolved and inclusive platform capable of following the future requirements of digital public administration.

The aim was to develop a solution that would bring innovation, accessibility and efficiency together, making the portal the main point of contact between DGES and the academic community.

JAVALI has developed the new DGES portal based on Drupal, creating a modern, scalable and inclusive platform. Among the main features are:

  • Responsive design and user-friendly, adapted to computers, tablets and smartphones;
  • Focus on digital accessibility, in accordance with the National Digital Interoperability Regulation (RNID) and international WCAG 2.0 guidelines, reaching the AAA compliance level;
  • Simplified editorial management with full autonomy for the DGES team to manage and create content;
  • Modular architecture in Drupal, prepared to integrate new services and evolve continuously.

The new portal of the Directorate-General for Higher Education, developed in Drupal, reinforces the institution's commitment to digital accessibility, inclusion, and modernization of Public Administration.

The website has a responsive design and an optimized browsing experience for all citizens, regardless of the device, connection speed or any physical limitations.

Among the main results are:

  • Adopting responsive design, ensuring consistent reading and browsing on computers, tablets and smartphones;
  • full compliance with national and international accessibility standards, including the National Regulation on Digital Interoperability (DIR) provided for in Law No 36/2011 of 21 June;
  • Alignment with the W3C WCAG 2.0 guidelines, seeking to achieve the maximum level of compliance (AAA), equivalent to the ISO/IEC 40500:2012 international standard;
  • Total autonomy in editorial management, with the DGES team creating and editing content independently, through the content manager Drupal;

The portal thus reflects the commitment of DGES to promote an inclusive, accessible and sustainable digital experience at the service of all citizens.

The experience gained in the DGES project reinforced the role of JAVALI in developing solutions Drupal accessible and inclusive. The knowledge applied in this portal consolidated reusable methodologies in other public projects, including digital accessibility, and contributed to reinforcing good practices shared in the Drupal community.
