The Attorney General's Office (PGR) is the highest body of the Public Prosecutor's Office and comprises the Attorney General, its president, the Superior Council of the Public Prosecutor's Office, the Advisory Council of the Attorney General's Office, legal auditors, and technical and administrative support services (Articles 220/1/2, CRP; 9/1/2, 11, 12/1/a), Statute of the Public Prosecutor's Office/EMP).

The Public Prosecutor’s Office did not have its own website that allowed it to communicate directly with citizens, relying instead on the Attorney General’s Office website to do so. The PGR website presented several challenges related to content management, information organization, citizen-focused communication, and the ability to segment and structure information for quick access to relevant content. Given this context, the PGR challenged JAVALI to collaborate in developing a dedicated portal for the Public Prosecutor’s Office.

Driven by the need for change, additional goals were pursued alongside the creation of the new portal — namely, improvements in visual identity, information organization, and the development of an internal platform to facilitate information sharing within the Public Prosecutor’s Office.

The Public Prosecutor’s Office did not have a website that enabled direct communication with citizens, relying instead on the Attorney General’s Office website. The PGR website presented several challenges regarding content management, information organization, citizen-oriented navigation, and the ability to segment and structure information for quick access to relevant content. In this context, the PGR entrusted JAVALI with the development of a new, dedicated portal for the Public Prosecutor’s Office, in close collaboration with its internal teams.

Driven by the need for modernization, other objectives accompanied the creation of the new portal, including improvements in visual identity, information structure, and the development of an internal platform to support secure information sharing within the Public Prosecutor’s Office.

The Public Prosecutor’s Office portal was officially launched on April 8, 2015, by the Attorney General, Joana Marques Vidal.

The new portal features a modern and functional design, providing access to the content of the Attorney General’s Office, the District Prosecutor’s Offices of Coimbra and Évora — each with their own dedicated areas — as well as news and updates from the 23 Regional Prosecutor’s Offices, the various District Departments of Investigation and Penal Action (DIAP), and the Public Prosecutor’s Offices at the Supreme Courts, among other sections. This approach consolidated into a single platform all information that had previously been scattered across multiple websites.

Built on the Drupal content management system, the portal gives the Public Prosecutor’s Office team full autonomy to create and edit content and microsites.

Beyond the main website, JAVALI continues to provide software development, maintenance, and consulting services across several Drupal and native PHP systems. The company is also involved in other strategic digital initiatives, including SIMP – the Public Prosecutor’s Office Information System, developed in native PHP, and the Electronic Desk, a document consultation platform powered by ElasticSearch.
