Cascais is the municipality's executive body, responsible for administrative management and implementation of local public policies. With a growing population and a strategic position on the Portuguese coast, Cascais has tried to modernise its relationship with citizens through innovative digital solutions.
In view of the commitment and duty to be closer to citizens, to shorten the distance between elected and electorate, to get to the problems faster and even faster to the solutions, which, in November 2011, presents the challenge to renew the site of the C.M. of Cascais.
Image renewal, versatility, dynamism, variety of multimedia content with multiple related information, including new online services, were some of the proposed objectives and features to be developed.
JAVALI has developed the new portal of the Cascais City Council in Drupal, implementing a robust and scalable digital solution that has met the needs of the municipality.
Among the main points of the solution are:
- Renovated and versatile design, ensuring a modern digital identity.
- Management of multiple multimedia content, including news, agendas and online services.
- Integration of municipal information into different thematic areas, accessible to all citizens.
- Drupal scalable platform, prepared to continuously evolve with new features.
The new portal reinforced the proximity between Cascais City Council and citizens, becoming a strategic digital communication channel:
- It improved the transparency and accountability relationship of the municipality.
- It provided online services that simplified contact and reduced face-to-face travel.
- He gained greater notoriety, with integration into social networks and digital media.
- It was the target of updates and new features in the following years (2013, 2014 and 2015), ensuring continuous evolution.
- It established a sustainable technological basis, with evolutionary maintenance ensured by JAVALI.

Contribution to the Drupal community
The project of the Cascais City Council allowed JAVALI to consolidate experience in large-scale municipal portals, reinforcing reusable methodologies for online services in Drupal. The application of good editorial and technical practices has helped to enrich the knowledge shared internally and with the Drupal community, especially in the field of public content management and accessibility.
